Fire calls
building fire calls within 6 minutes in built-up areas and within 9 to 23 minutes in areas of dispersed risks and isolated developments. Our target is to achieve these times in 92.5% of all calls in 2008. In 2007, the overall performance in responding to building fire calls was 1.8% above the target of 92.5%.

Emergency ambulance calls

emergency ambulance calls within 12 minutes from the time of call to the arrival of an ambulance at the street address. In 2008, our target is to meet this response time in 92.5% of all emergency calls. In 2007, the overall performance in responding to emergency ambulance calls was 0.3% above the target of 92.5%.

Ambulance calls

  We aim to improve our performance in 2008 by enhancing the new mobilizing system, commissioning new fire stations / ambulance depots at various locations and strategically deploying our emergency resources.

Public Liaison Group

A Public Liaison Group, which is now into its fifteenth term, is served by 30 members of the public. It meets regularly to give feedback on the performance of fire and emergency ambulance services and suggestions on how we can serve the community better.

responsd to requests

We aim to respond to requests for issuance of incident reports on any fire or calamity attended by the Department or on any damage caused by fire to any premises, vessel or other property within 21 working days.


respond to complaints

We aim to respond to complaints of fire hazards posing imminent danger to public safety or dangerous goods (except liquefied petroleum gas) by conducting investigation within 24 hours. Complainant will be advised of the outcome within 12 working days after all investigation has been completed. For fire hazards not posing imminent danger, they will be investigated within 10 working days and the complainant will be advised of the outcome within 27 working days.

 
Fire protection inspection

Main targets
In 2007, we aim to achieve the following main targets :
 
Apply existing and emerging technology to further enhance the performance of the Third Generation Mobilising System (TGMS).
Continue to monitor the progress of the construction of a Diving Training Centre at Stonecutter Island.
Commission a replacement fireboat and procure another to enhance fire fighting and rescue capabilities in coastal water.
Replace the existing breathing apparatus to align with new international safety standards.
Enhance live-fire training for frontline fire personnel at the Rescue Training Centre and Fire Services Training School.
Strengthen and promote occupational safety and health to all staff of the Department.
Prepare subsidiary legislation of the Dangerous Goods (Amendment) Ordinance 2002 regarding the classification, manufacturing, storage, packing, labeling, conveyance and use of dangerous goods, and to prepare relevant codes of practice.
Continue to monitor the performance of registered FSI contractors.
Continue to review the legislative provisions regarding the registration scheme for FSI contractors.
Enhance community involvement in fire safety by recruiting an aggregate total of 98,000 Fire Safety Ambassadors (FSA) by the end of the year.
Continue to implement Honorary President programme under the FSA Scheme in the 18 districts of HKSAR with a view to fostering fire safety message.
Conduct consultation on the implementing the Registered Fire Engineer Scheme in Third Party Fire Safety Certification on fire safety for buildings and licensed premises.
Implement law enforcement of Fire Safety (Buildings) Ordinance to upgrade the fire safety measures of composite / domestic buildings.
Continue to implement law enforcement effectively in respect of improvement of fire safety in commercial premises and buildings.
Continue to provide a community education programme, including the provision of cardio-pulmonary resuscitation training and automated external defibrillation training for the general public.
Continue to assist the Security Bureau in studying the way forward of the Medical Priority Dispatch System for ambulance service.
