Performance Pledge

Always in readiness to serve the community of Hong Kong, we pledge to achieve our mission quickly and efficiently. Our aims are to respond to

Fire Building fire calls within 6 minutes in built-up areas and within 9 to 23 minutes in areas of dispersed risks and isolated developments. Our target is to achieve these times in 92.5% of building fire calls in built-up areas and 94.5% for dispersed risks and isolated developments.

Emergency ambulance calls Emergency ambulance calls within 12 minutes from the time of call to the arrival of an ambulance at the street address. Our target is to meet this response time in 92.5% of all emergency calls.

We aim to respond to requests for issuance of incident reports on any fire or calamity attended by the Department or on any damage caused by fire to any premises, vessel or other property within 21 working days.

 


 

respond to complaints

We aim to respond to complaints of fire hazards posing imminent danger to public safety or dangerous goods (except liquefied petroleum gas) by conducting investigation within 24 hours and the complainant will be advised of the outcome within 12 working days. Fire hazards not posing imminent danger will be investigated within 10 working days and the complainant will be advised of the outcome within 27 working days.(Note)

(Note) the pledged response applies to complaints of fire hazards readily actionable by the department under the Fire Services Ordinance or the Dangerous Goods Ordinance.

Main targets
In 2024, we aim to achieve the following main targets :
 
Enhance live-fire and rescue training for and on-scene operational safety of frontline fire personnel.
Prepare for the commissiong of fire services facilities to support the Three-Runway System (3RS) at the Hong Kong International Airport (HKIA).
Monitor the progress of procurement of fire appliances to support the 3RS at HKIA, and the replacement and procurement of other fire appliances and vessels.
Pursue the replacement of the mobilising and communication system for enhancing the effectiveness and efficiency in deploying fire fighting, rescue and ambulance resources.
Enhance the efficiency of fire fighting, rescue operations and ambulance services through the wider use of technology.
Continue to conduct inspection with a view to enhancing fire protection measures for prescribed commercial premises with floor area exceeding 230 square metres, specified commercial buildings and pre-1987 composite/domestic/industrial buildings.
Continue to enhance the control of dangerous goods on land and combat against dangerous goods related offences for the protection of public safety.
Continue to pursue legislative work for the introduction of a scheme for registered fire engineers.
Formulate a mechanism and pursue the legislative work for the Fire Safety (Buildings) Ordinance for empowering the Fire Services Department and the Buildings Department to carry out fire safety improvement works for owners of old composite and domestic buildings who have failed to comply with the relevant requirements and to recover related fees from them afterwards, as well as to explore the strategy to improve the fire safety of those old buildings.
Continue to enhance public awareness of building fire safety and community emergency preparedness.
Continue to conduct community education programme on cardiopulmonary resuscitation and the use of Automated External Defibrillator (AED).
Enhance public awareness of the importance of public accessible AED.
Continue to strengthen publicity activities to educate the public on the proper use of emergency ambulance service.
Implement the Rapid Response Vehicle Scheme to enhance the delivery of paramedic ambulance service and quality assurance.
Enhance the provision of post-dispatch advice to callers requesting emergency ambulance service.
Explore the long-term arrangement for the provision of emergency ambulance service.
