Introduction to the Fire Services Department Building Emergency Responder Scheme

Background

To enhance training for property management personnel, the Fire Services Department (FSD) has introduced the “Fire Services Department Building Emergency Responder (FSDBER)” to further strengthen their competence in fire safety and fire emergency response. The course covers the fundamental components of the “Fire Services Department Community Emergency Responder Scheme (FSDCER)”, and additionally explains the roles and responsibilities of property management personnel in ensuring building fire safety, as well as the management of fire service installations and equipment. Through this, their foundational knowledge in fire prevention and emergency response, as well as their ability to use relevant equipment, can be enhanced, thereby increasing their capability and confidence in handling emergencies and further improving fire safety in buildings.

 

Objective

The scheme enhances three key competencies for property management personnel, security guards, and building owners/residents:

Immediate response: Ensure that there are personnel in the building equipped with fire safety and emergency knowledge who can correctly operate fire service installations (FSIs) and first aid equipment.
Risk management: Conduct regular inspections of common areas in the building to identify and report fire hazards at an early stage (such as obstruction to the means of escape or smoke doors being wedged open).
Communication bridge: Act as a bridge between the FSD and residents, helping to promote the latest fire safety information.

 

Eligibility and Missions

Any property management personnel, security guards, or building owners/residents aged 18 or above may enroll the course. Upon completing the training, participants will be appointed by the Fire Services Department as FSDBER, with the following missions:

  1. Ensure that fire service installations and equipment in the building comply with statutory requirements (including arranging annual inspections and ensuring defective FSI notices and FSIs power supply status seals are properly affixed);
  2. Report or remove fire hazards inside the building;
  3. Assist in organizing fire drills for the building regularly;
  4. Assist in promoting the latest fire safety messages (such as Fire Hose Reel Instruction Sticker, “Keep Smoke Doors Closed” stickers and emergency kit promotion); and
  5. Assist in strengthening the checking of the fire alarm system.

 

Course content

In addition to the basic content of the FSDCER, three advanced modules are included:

  1. Introduction to laws and regulations related to fire service installations and equipment;
  2. Management of fire service installations and equipment (e.g. regular inspection, testing, maintenance, and procedures during malfunction or suspension); and
  3. Roles and responsibilities within the property management industry. (e.g. information dissemination, building maintenance arrangements, and coordination of fire safety inspections)

 

Training course and how to participate

Participants are required to complete the three hours (one hour of online self-learning and two hours of in-person training) FSDBER course to become FSDBER.
